Imperial War Cabinet Issue
(By Reuter's Political Correspondent)
THERE HAS BEEN MUCH DISCUSSION IN POLITICAL CIR- CLES ON THE QUESTION OF DOMINION PARTICIPATION IN THE DIRECTION OF THE WAR, AND POINT HAS BEEN LENT TO THIS DISCUSSION BY THE RECENT PROCEEDINGS IN AUSTRALIA.
NIGHT DRAMA OF CRETE'S EVACUATION

elaborately worked out, represents only one of the three phases by which the German airborne at- tack is carried out.
The first phase consists of the methodical bombing ani ground Srading of the area to be attack- ed The second is the dropping of I parachutists, who establish defen- sive positions and prepare bases for the third stage, the arrival of Troops by plane and glider
The equipment. of the chufists provides the fullest evi- ence of the hugh degree of Panisation of the German Army down to the must meticulous de- tars
Ench parachutist carries 4,000 rounds of ammunition, 56 hund gieuades and a varied and cont- pressed food supply. Their maps are miracles of detail and ac- curacy. Those taken in Crete con- tamed indications of points to be seized, posts for light artillery and mortars, British am- munition dumps, and sites for the Germans.
In regard to the question of an Imperial War Cabinet, it is felt that admirable though such a suggestion is in theory, it presents enormous difficulties in practice.
Reference is continually made to the Imperial War Cabinet in the last war but in fact that Cabinet only met three times, once in 1917 and twice in 1918. It was in fact a gathering of Dominion Prime Ministers.
There have been attempts dur- ing this war to arrange for simi- lar meetings of Dominion Prime Ministers but up to the present it has not been found possible to all in Britain af the get them

Apart from the meeting of Dominion Premiers, which , is still hoped will be heid when circumstances permit, there is no idea at present of summon- ing an Imperial Conference. There were also detailed markings of the positions of British units. There was evi. dence here, however, that the Germans had seriously under estimated the number of British
