Can Germans Stage Fourth Great Offensive?
Russian Morale Stands High
(By Reuter's Military Commentator)
THE POSITION ON THE RUSSIAN FRONT REMAINS CRITICAL ALTHOUGH NO DECISIVE CHANGES HAVE OCCURRED. THE THREE GREAT GERMAN OFFENSIVES, AFTER GAINING MUCH GROUND IN SEVERAL PLACES, HAVE CLAIMED THE DESTRUC- TION OF RUSSIAN FORCES AND THE CAPTURE OF THREE GREAT RUSSIAN CITIES.
The Russians are not trusting to their for-j tifications or to natural obstacles. They rely SHANGHAI
on their men and on their arms.
Their men are still there, firm, confident
and resolute, and apparently they have plen- MYSTERY

It is impossible at present to say how considerable this suc- cess has been but from all points of view it is important for it is
evident that the Russian army has been neither destroyed nor annihilated in spirit or in mor ale or in manpower, as German propaganda has so often claim

BRITISH LOSS MULTIPLIED BY ELEVEN
In the German at- tock on a British con-

It is pointed out in authoritative circles in London that the German claim to have sunk 21 ships, totall- ing 122,000 tons, thus multiplies the actual losses by 11.--Reuter.

Can the Germans stage a fourth offensive before the autumn? We must credit them with the elli. cient organisation of communica tion lines and they are apparent - ly doing much to improve roads and alter

But it is doubtful if they can bring improved roads and alter the railway gauge close to the fighting front for some time,
THEIR SUPPLY QUESTION MUST BE TERRIBLY DIF- FICULT. BUT THERE IS ALSO THE QUESTION OF MEN AND MATERIAL.
Can the Germans still maintain confidence
their soldiers among and the necessary efficiency of the numberless mechanised vehicles”
It is doubtful.
