A SOLID DECLARATION AGAINST ANY *NEGOTIATED PEACE WITH HITLER WAS 'GIVEN BY PRESIDENT ROOSEVELT YESTER- DAY IN A SPECIAL MESSAGE TO CONGRESS, REPORTING ON HIS EPOCH-MAKING MEET- (ING AT SEA WITH MR. CHURCHILL.
