REGULATIONS

New regulations gov- erning wholesale dealings in rice were gazetted yes- terday.

They provide that on and after the coming into force of these regulations no person shall deal in

the rice wholesale without written permission of the Rice Controller.

For the purposes of these re- gulations.

(a) a person shall be deemed to deal in rice if he buys or sells, enters into any agreement for purchase or sale, transfers, takes into his possession, removes from his possession,

otherwise acquires or disposes of, any rice under any contract of purchase or sale, whether entered into be- fore the coming into force of these regulations or not;

or

(b) "wholesale" in relation to sale of rice means the sale by one person to another who buys any to sell again and includes sale of rice in any quantity ex- ceeding 20 piculs;

The provisions of the Contracts Ordinance, (War Restrictions) 1917, shall apply in the case of any contract the performance of which is interfered with by the necessity on the part of any per- son of complying with the re- quirements of these regulations.
