Attack On Soviet Union

Condemned

THE UNITED STATES GOVERNMENT HAS FORMALLY CONDEMNED GERMANY'S "TREACHEROUS ATTACK" ON THE SOVIET UNION. THIS FORMAL DECLARATION OF POLICY WAS READ BY MR. SUMNER WELLES AT A LARGE PRESS CONFERENCE AT WASHINGTON.

The Under-Secretary of State declared that the immediate issue before the Ameri- can people was whether Hitler's plan for uni- versal conquest was to be successfully halted and defeated.

He declared that as no communication has yet been received from Russia, the ques- tion of granting aid to the Soviet Union under the Lease and Lend Act had not been decided by the United States Government.

Senor Sandoval, Span- ish Foreign Office spokes- man, made the first official Spanish comment in Madrid yesterday afternoon on the Russo- German war.

He told a Press Conference: "I can express to you the satisfac- tion with which the Spanish Government-final interpreter of the feelings of the people--has received the news of the war against Soviet Russia, common enemy of all and against which the war of liberation of Spain was one of the most determined, noble and heroic struggles."

Asked about rumours concern- to fight ing Spanish volunteers against the U.S.S.R., the spokes- man said: "I am not authorised to reply, but I can say that without doubt it is the desire of many thousands of Spaniards."
