THE UNITED STATES GOVERNMENT HAS FORMALLY CONDEMNED GERMANY'S “TREACHEROUS ATTACK” ON THE SOVIET UNION. THIS FORMAL DECLARATION OF POLICY WAS READ BY MR. SUMNER WELLES AT A LARGE PRESS CONFERENCE AT WASHINGTON.

The Under-Secretary of State declared that the immediate issue before the Ameri- can people was whether Hitler's plan for uni- versal conquest was to be successfully halted and defeated.

He declared that as no communication has yet been received from Russia, the ques- tlon of granting aid to the Soviet Union under the Lease and Lend Act had not been decided by the United States Government.
