SPEAKING ON THE RADIO TO BRITAIN AND OVERSEAS LAST EVENING, IN THE 'SHORTEST NOTICE BROADCAST SINCE THE LATE MR. NEVILLE CHAMBERLAIN ANNOUNCED THE DECLARATION OF WAR AGAINST GERMANY, THE PRIME MINISTER, MR.
