MENZIES' WARNING TO U.S.--"ALL OUT OR PERISH"
AFTER CONFERRING with President Roose- velt at the White House for more than an hour, Robert Gordon Menzies, Prime Minister of Austra- lia, made a moving appeal for increased American aid against the Axis.
The Prime Minister, who was on his way home after conferring with Winston Churchill, made a speech before the National Press Club.

EFFECT OF THE WAR ON CLUBS
After hearing of the effects of the war on West End clubs the Rating Ap- peals Committee of Lon- don Sessions allowed the appeal of the Conser- vative Club, St. James's Street, S.W., against a gross annual value of £6,800, fixed by Westmins- ter Assessment Commit- tee.
Other club news is that the Windham, in St. James's-square, one of the oldest of London clubs, with a membership of about 800, has decided to close, though only temporarily. owing to falling membership.
Seven leading London clubs have suffered from air raids, and three have dissolved membership for financial reasons. Yet, despite all tribulations, clubland general- ly is flourishing.
Some of the Service clubs, for instance, never had such large permanent or temporary member- ships.
The Carlton's Hosts
Appearing for the Conserva- tive Club in the appeal, Mr. A. S. Comyns-Carr, K.C., said that gross receipts, which in 1938 were £34,282, dropped in 1940 to £23,875; membership fell from 1.423 in 1939 to 1,044 in 1941; and subscriptions decreased from
£21,148 to £12,629.
"The gross receipts would have been still lower," said Mr. Com- yns-Carr, "but for the fact that two other clubs-the Carlton and another-received bomb damage and their members were given temporary hospitality."
Capt. A. F. Bourdas, Westmins- ter City Valuer, stated that flats occupied by working classes were the only type of hereditaments in Westminster not affected by the war. The general fall of values in all classes of heredita- ment
in Westminster was
20 per cent.
The Committee, allowing the appeal with costs, reduced the valuation to £5.000.
Mr. R. M. Montgomery, K.C., for Westminster Assessment Com- mittee, intimated that there would be an appeal, and also in the case of the Grosvenor House Hotel, Park-lane, W. the rating valua tion of which was reduced but recently from £25,800 to £ 16,125.
