DEMOCRACY IS UNDERGOING ITS SEVEREST TEST
"DEMOCRACY IS undergoing its severest test, and it will survive only in the event it can be made to work efficiently." Such is the premise on which Henry F. Grady, President of the American Presid- ent Lines, based his talk, "The Challenge to Demo- cracy," at the Jefferson Day Dinner in Oakland.
