ROOSEVELT SPEECH UNDERGOES REVISION
Dramatic War Developments Alter The Tenour
IN THE LIGHT OF THE RAPIDLY CHANGING CONDITIONS ABROAD PRESIDENT ROOSEVELT IS REVISING THE SPEECH WHICH HE WILL DELIVER TO-DAY, STATED. THE PRESIDENT'S PRIVATE SECRETARY, MR. STEPHEN EARLY, AT THE WHITE HOUSE YESTERDAY.
