The following replies were given by the Director of Public Works to questions by the Hon. Mr. Lo Man Kam in Legislative Council this afternoon with reference to the destruction of squatters' huts at Tai Hang:-- (1) Action

not taken under Defence Regula- tions. As indicated in the replies given on 8th May action was taken under Regulation 37 of the Em- ergency Regulations un- der Ordinance No. 5 of 1922 published in the Gazette of the 25th November, 1938.

(2) Action taken was on the grounds of Public Health. (3) It has been found that procedure under the Summary Offenses Or. dinance, 1932 is too cum- bersome to cope with the Increasing number of squatters on Crown Land. In this case, the vast ma- jority of the encroach- ments consisted of un- numbered matsheds upon which summons could not be served and to obtain magisterial order it would have been neces- sary with the coopera- tion of the Police to ar- rest and charge the occu- pants. The present Emer- gency Regulations obvlat- ed such action and en- abled the area to be cleared more expedi- tiously.
