Blockade Measure To Be Extended
AS A NATIONAL defence measure the U.S. War Department will shortly ask Con- gress for legislation authorising the applica- tion of the export licensing control system to the Philippines to prevent the shipment of chrome, manganese, hemp and cocoanut oil to Germany and to curb shipments to Russia ́and Japan.
Considerable quantities of these supplies are going to Vladivostok, and the U.S. Gov- ⚫ernment is convinced most of them reach
Germany.
As soon as the system is applied. the Government will clamp downg a very strict control on all mapor- tant exports and will not grunt licences for any potential war sup- plies which there is reason to be- lieve are intended for Germany.
Russian and Japanese licences will be granted strictly on a horse-trading basis. If Russia and Japan periodically grant the United States economic and political favours. limited sup plies will be released.
