WINDSOR HOUSE

TOILET TAX

The lowering of the minimum amount of duty payable on toilet prepara- tions from five cents to one cent goes some way to meet the most serious ob- jection to the Colony's latest revenue tax. Under the original scale, ridi- culous anomalies were created; even now it is a question whether a fairer incidence would not have been provided by carrying through the revision to 3 cents on 30 cents and 4 cents on articles retailed! at 40 cents. Small a mat- ter as it may seem, it all! fects most that section of the community where the! odd cent more than ever represents a considera-! tion, and whose burdens already are harder than they well can bear.
