THE SEIZURE OF ALL Italian ships tied up in American waters due to the war, amounting to 27 in all, and ordered by Mr. Henry Morgenthau, Secre- tary of Treasury, was carried out with President Roosevelt's approval.

The Treasury Department said the action was taken under an-Executive Order issued last Octo- ber, under the terms of the 1917 Espionage Act, which provides that such action may be taken if foreign ships are wrecked, thus tying up American harbours.
