The quality of the information officially disclosed, or permitted to be disclosed, by the British Gov- ernment continues to provide mal- ter for controversy. There are two requirements, not easily reconcil- ́ed. A reputation for strict veracity must be established; it is obvious on the other hand that much less than the whole truth can be told. In practice it is wise to aim at least at persuading friend and eneiny alike that the only trust- worthy meaning to be extracted from official utterances is that conveyed by the plain sense of the words, and that ingenious efforts at "reading between the lines" can only deceive the reader. This persuasion is not at present being attained.
