General Liu king Government, was released in June last year. In Nanking he met innst of the pup- pet leaders, including Chow Fu- hai. Chen Kung-po, and Chu Ming-i.

Escape To Soochow

On the pretext that he needed rest and medical treatment, Gen- eral Liu was granted sick leave and given a "Good Citizen Certi- ficate" which at first allowed him to move only within the city lim- its of Nanking. Later he was al- lowed to travel between Nanking and Shanghai, always, however,! accompanied by agents for "pro- tection."

and

Apparently believing that Gen- eral Liu had been completely "re- formed," Wang's Gestapo relaxed their "prolection" measures General Liu was able to move mote freely in Shanghai though his imovements were always

watched.

Managing to get to Soochow however, General Liu looked up a friend, and with his assistance, secured passage on a steamer to Hong Kong, where he arrived during the week-end.

In escaping from Shanghai, General Liu disguised himself as a merchant and with a borrowed suit and a Chinese quilt ovaded detection by Wang's agents on the wharf.

Chen Kung-po "Though Mayor of Shanghai, Chen Kung-po is virtually powerless, declared General Lit and explained that the adminis- tration in being controlled by. more than one independent or- ganisation.

"Chen's promises to clear the 'Badlands' are empty and will never be carried out, for the man : behind the vice organisations "In western Shanghai is Pan San- sen, Japanese-protected gangster;" rald General Liu.

General Liu cited many instances showing that the Japanese do not respect Chen Kung-po's duthori~ ty and that he is a mere 'figure-. head,
