A STATEMENT that Britain's leadership was divided on the question of the advisobili- ty of the United States becoming an active participant in the war, was made by the for- mer Ambassador to London, Mr. Joseph Ken- nedy, testifying before the Foreign Affairs Committee of the House of Representatives yesterday on President Roosevelt's Bill for helping the Democracies.
