U.S. LOAN IN SOUTH AMERICA

Under Examination The United States

(By Reuter's Lobby Correspondent)

STATEMENTS REGARDING AN IMPENDING BRITISH AN- NOUNCEMENT OF WAR AIMS ARE PREMATURE. FOR: SOME TIME PAST THE CABINET HAS BEEN GIVING PROVISIONAL EXAMINATION TO THE PRINCIPLES WHICH MIGHT GUIDE A GENERAL SETTLEMENT.

It is intended, when the Government has brought these provisional, discussions to a more definite stage, that the Dominion and·

LIVELY

Allied Governments shall be consulted upon EVACUEES

them.

It is obvious that no public statement can be expected meanwhile.

In any case, such a statement could only be on general lines, as it is not possible to foresee what basic developments may take place in the war situation.

Furthermore, the Government must bear in mind that while it may be desirable to make known what Great Britain and her Allies are fighting for, it is not desir- able to place any handicap in advance on any government woich might succeed them after the war, is won, or to revive party strife by enunciating proposals which could cause controversy and weaken the war effort.

Early In New Year

A British statement is not ex-|, pected before the New Year buti it is expected that the Prime Minister will take an early oppor- tunity in 1941 to make a pro- nouncement to the world on the subject of the Allies' war aims.

In this connection it may be recalled that President Roosevelt makes his inauguration speech at Washington carry in January -- an..occasion which would seem inevitably to promise a declara- | tion of importance from the Pre- sident of the United States. Reuter.

Mr. Morrison's View Of New World: Order··

Mr. Herbert Morrison, Home Secretary and Minister of Home Securi- ty, in a speech yesterday dealing with the purpose and outcome of the war, pointed to the possibility of a cooperative interna- tional system guaranteed by an international police

force.

"Never again," Mr. Morrison said, "snall it we possible for ย ruthless bomber force to terrorise a continent, to smash homes and cities, to crush the innocent bodies of women and children, to blast nto power the fruits. of man's toil and the monuments og hus greatness.

Whatever else peace. may bring, or take away that: at ⠀⠀ leas? must go for ever. The separate air force; the Tommy- gun of the International gange-. tar, must be abolished,

NEW SCHEME FOR WAR DAMAGE COMPENSATION

UNDER THE NEW scheme for compensation for war damage to property, announced in Londen yesterday, the rate of contribution on buildings and immoveable property will be 2/- per pound sterling of rateable value or value at which property is as- sessed for income tax purposes for five years.

The difference between these two is slight,

According to a calculation made by one of London's leading in-- sure dice experts' for, Reuter's, the conbution represents the pay- ment of 22 per cent of the net capital value of property.

Thus, on property with n net capital valle of £1,000, the rateable valu would be about OF £50.

TREASURY FIGURE EXPLAINED

British Exchequer re- turns for the last week- to December 7 - reveal an apparent paradox.

The whole total ordinary ex? penditure rose to a record high level of £110 millions, expendi ture of the supply services largely for war necessities, was, nearly E10 millions below the previous

£80,500,000. week, at millions.

for

The high record reached by total expenditure was therefore due to the fact that at the be- ginning of December the usual disbursements of interest - on Government stocks, amounting to a large sum; were made. ~~ Total ordinary revenue of Brir tain improved by over £10 mil lions last week to nearly £4 millions, but the deficit for the week increased to £86; millions.
