THE ACTIVITIES of the German Govern- ment in the United States were not devoted solely to propaganda or so-called military espionage. Rather the German Government had engaged in a far-sighted policy of pene- trating the economic structures of the United States and Central and South America over a number of years."

These are the conclusions reached by the Con- gressional Committee to investigate un-American activities of which Mr. Martin Dies is Chairman.

The Committee has caused somewhat of a sen- sation in Washington by the publication yesterday of its so-called "White Paper" on propaganda and espionage by German and other foreign agents in the United States.
