Sought Vote Of Confidence
General Hertzog announced at the opening of the Congress that he sought a vote of confidence and if it was not forthcoming he would resign forthwith.
When the programme of the federal council was carried by a large majority, General Hertzog asked why the clause in his pro- gramme providing for equal rights for English and Afrikaans-speak- ing people, which had always ap-. peared in the old Nationalist Par- ty constitution, was not embo- died in the programme adopted.
The programme guaranteed the English section only "lan- guage and cultural rights." This, In practice, meant that no En- glish-speaking persons could for example become teader of the party.
Lead To Doom.
General Hertzog recalled that when he resigned the Premier- ship during the crisis on the out- break of war he stated specifically he would not be a member of a party which did not guarantee ab- solute equality between the En- glish and Afrikaans sections.
He said the proposed course would possibly lead Afrikaaners to their doom and asked how on this basis. could it be expected that the tens of thousands of Afrikaan- ers supporting. General Smuts be won over, apart from the English- speaking section.-Reuter,
