Governor Appeals to QUEENS Hong Kong Women

AN APPEAL TO THE women of Hong Kong loyally to accept and endure the hardships which are the inevitable accompaniment of compulsory evacuation is made in a letter by His Excellency the Acting Governor, Lieut:-General E. F. Norton, pub- lished this morning and addressed to Mrs. C. E. Clarke, who led the women's protest group at the Evacuation Advisory Committee sitting recently.

Mrs. Clarke addressed a direct request to Gov- ernment House for reconsideration of Government policy and the letter was sent in reply. His Excel- lency wrote:

suit. That loyal co-operation in the policy of Government, which is laid down for good and adequate reasons, by loyal citizens is an essential part of the Empire's efforts is a fact that surely does not need emphasising in Hong Kong.

Apart from various other rea- sons for the evacuation order, it must be obvious that every mouth to feed which is not essential to the defence of the Colony must prove a weakness in that defence should an emergency arise. Wo- men, and children have been avacuated from Gibraltar, Malte and several other places for the | same reason which is especially

applicable to a fortress

colony such as Hong Kong.

As regards your suggestion of a system of voluntary evacuation for these women sull in the Colony i would point out, as you know, the original order was partially obey- ed but largely evaded, and that this led to very bitter feelings among those who had patriotically obeyed it without question. The only way to avoid such bitterness is to carry out the Home Govern- ment's instructions fully and with- out exception. No intermediate line can be just and equitable. Again, it is possible that a situa- tion may arise in which the num- ber of further people to be evacu- ated may well exceed the supply of transportation available.

It is, therefore, essential that the first stage of evacuation be ap- plied completely thus clearing the air for further demands should they arise.

In times of war it is inevitable that big and difficult decisions of this kind should be made. The suffering and hardship caused is deeply and sincerely regretted by all, and by nobody more than my- self: but it is only by every mem- ber of British communitic's throughout the Empire loyally and cheerfully accepting and enduring these hardships that we shall win through to final victory. May I not count on the cooperation of the women of Hong Kong in a measure that, believe me, has not been lightly undertaken?
