RUSSIA'S WHOLE diplomacy in the past twelve months has been marked by an obvious anxiety to avoid conflict with Germany, says the "Daily Tele- graph" in a leader on Russia and the Balkans.

Russia, says the paper, has tolerated a good' deal of German. high-handedness rather than en- gage in a dispute, but Germany on the Straits would be a challenge to her interests and security which must surely compel her to think again.
