IN THE DISCUSSIONS which preceded yesterday's announcement in London of a step described as transporting contraband operations from the sea to the quays, there was full contact with the United States, writes Reuter's lobby correspondent.

It is believed the Americans will welcome the extension of the navicert system. One of the features of the plan is to allow neutrals approximately two months' supplies required for their domestic purposes.

Replying to questions in the House of Commons' yesterday, the Minister of
