The hasty evacuation of women and children from Hong Kong provides evidence that Britain does not seem ready to reply to Japans' representations fully in a satis- factory manner, states the Army paper, "Kokumin Shimbun.” .

According to a cable received yes- terday, the newspaper continues, there is the assistance of the United States behind Britain's strong attitude and a large-scale Anglo-American secret naval agreement covering the Pacific Ocean is about to be concluded, and, it is reported, with the ap- proval of Senator Key Pittman.

The "Kokumin Shimbun" un- derstands that the gist of the naval pact, is, firstly, if a new international issue arises in the Pacific, Britain and America will mutually recognise that they have common interests. Secondly, in this connexion, Britain and Ameri- ca are to mobilise their fleets for common purposes of defence. Thirdly, with regard to the seri- ousness of the political and mili- tary significance of Hong Kong, and in view of the prevailing situation, the port of Hong Kong is to be placed under the actual
