BACKGROUND TO NEWS OF RUSSIAN DEMANDS
Indications Are That Axis Is Disturbed

RUSSIA'S DEMANDS ON RUMANIA were the sub- ject of a broadcast by Mr. Vernon Bartlett. There is, he said a lot of mystery about the So- viet demands.

Only the German nationals seem to have had any warn- ing of the imminent Russian occupation, writes Reuter's correspondent who left Buko- vina by the last train that the Russians allowed to leave.
He adds: "Some months ago, the German consular authorities in Bes- sarabia and Bukovina ordered all German citizens to make inventories of all their goods, to be kept at the German Consulates at Cernauti and Chisinau.
