Air mail letters will be accepted for transmission to Europe by Pan-American service to, New York, and onwards thence by soa, at $2.80 por half-ounce for the air transport, plus 15 cents per ounce to Bri- tish possessions and 25 cents per ounce to 'foreign countries in respect of sea transport.
