Shanghai, To-day. ITALY'S DECLARATION of war was known here at 3.30 in the morning and orders were immediately issued to Italian, British and French troops to be confined to bar- racks with a view to preventing incidents. Meanwhile the residence of the Italian Ambassador in the

U.S. TAKES NEUTRALITY MEASURES

The French Consul-General told me there was no change in the diplomatic status of the Italian diplomat who is contemplating early departure to North China with part of the Embassy staff to establish offices there.

Washington,. To-day. Senator Claude Pepper, Flori- da Democrat, proposed yesterday that the President be given broad powers to suspend the Neutrality Law and the Johnson Act (which, bars credits to debtor nations)..

Senator Pepper asked that this power be given to preserve peace In the Western Hemisphere. He

WOMAN ALIEN REPORTED ARRIVAL LATE

Mrs. Nina Koekebaker, of No. 28, Ashley Road, top floor, was summoned before Mr. H. G. Sheldon, K.C., this morning, for failing to report her ar- rival from Shanghai on March 19. De-. tective Sergeant Hill told the Court that defendant did not report till March 28..

A fine of $10 was imposed.

ITALIAN RESIDENTS IN TUNISIA WARNED

Tunis, To-day. The general commanding the French armies in North Africa has addressed a proclamation to Italian residents in the colony warning them that any at- tempt to form a Fifth Column in Tuni- |sia would be pitilessly stamped out.-
