AMERICAN SECURITY ZONE

(SPECIAL TO "CHINA MAIL",

Rio de Janeiro, To-day. The Pan-American Confer- ence has approved a series of recommendations regarding the security zone around the American Hemisphere, ex- cluding Canada.

The measures are:-

The security zone-territorial waters excluded--will be considered as open sea free to all peaceful trade by ships of any nationality. No country will have the right to claim mastery over this area.

Any hostile act and warlike activity will be illegal,

The American Republics will agree to measures preventing any merchant vessels from leaving ports in conditions which might result in violation of the security zone.
