The compulsory registra- tion of all holdings in Ameri- can or Canadian dollars has been ordered by the Finance Ministry.
Henceforth all American or Cana- dian dollar banknotes must be hand- ed over to the Bank of France or re- mitted to a dollar account in a bank established in France.

All assets in American or Canadian dollars belonging to Frenchmen foreign nationals residing in France must be deposited before June 30 with a bank established in France, what- ever may be the present location deposit of these assets.

Gold belonging to corporations must be handed over to the Bank of France before the same date.-Havas.
SECURITY DECREES
(SPECIAL TO "CHINA MAIL") Paris, To-day. The Government has empowered military tribunals in the fleld to meet those as courts-martial and judge caught red-handed in crimes against the security of the State.
Sentences meted out can be im- mediately executed without right of appeal.
The Council of Ministers yesterday approved the institution of sugar ra- tioning cards.
General Catroux has been given the full rank of Governor of Indo-China. -Havas.
PARACHUTE TROOPS TAKE MO IN NORWAY

Stockholm, To-day.. Refugees at the Norwegian frontler say that German parachute troops have taken the town of Mo, south of Narvik. Norwegian troops are retir- ing in good order north of the city to- wards Narvik.
Mo was taken after heavy fighting, say the refugees, as a result of which British and Norwegian troops had to withdraw. The Germans number about 4,000.-Havas.
CALIFORNIA QUAKE

(SPECIAL TO "CHINA MAIL") New York, To-day. Although recorded on seismographs as far away as Europe, the earthquake which caused a few casualties some damage in southern California and Arizona on Sunday was of less intensity than the one at Long Beach in March 1933.
According to the California Institute of Technology, it was caused by a 100- mile "crack" running from the Gulf of California to the Pacific Ocean north of San Francisco.-Havas.

London, To-day. While the conflict in France continues to be watched with na- tural anxiety but without pessim- ism, the appointment of Gen- eral Weygand is welcomed in the British press as an heartening event. Confidence is unanimous- ly expressed in the ability of the new Generalissimo.

The "Daily Mail" says the name of Weygand inspires the Allies with confidence. The mere fact of his appointment has had an ex- cellent effect. It is vitally impor- tant that the Generalissimo should enjoy not merely the support. of the military but the confidence of the people. In the field the first shock of surprise is over, Our fighting men have got the measure of the new German tactics. They are meeting them with resource and resolution. In all history there has been no battle like this one. Be sure that at the moment "he detects any weakness or fal- tering in the present German on- rush, General Weygand will strike. "The Times" says this veteran (Weygand) is most welcome to the hard-pressed men he has to lead. Perhaps there is more than accidental significance in the re- placement of the Man of the Marne by the man of the great. battles of March, 1918, because the present conflict has less. in common with the first German dash for Paris than with Luder- dorff's last and mightiest assault, which led to the collapse of the Kaiser's Germany. To-day's posi- tion is dangerous but dangerous --for both sides.--The plain reason for the dangerous position of the Allied armies is not the failure of, strategy or valour but a deficiency in material. In quality of and aeroplanes the Germans have been manifestly outclassed but by sheer weight of numbers they have prevailed. The balance can be redressed by unresting labour at home. The position of the German advanced columns be- comes ever more difficult to main- tain because their communications become constantly longer and more precarious-Reuter.
