BLACKOUT OFFENCES
Lieut.-Col. H. L. Murrow, the Gen- eral Manager of the "Daily Press," was fined $20 by Mr. Q. A. A. Mac- fadyen at Kowloon this morning for driving his car with both head-lights on during last blackout.
