WHY DOES ITALY HOLD BACK?

The position of Italy in the war remains uncertain and because of that Mussolini is able to say that he is im- mobilising a great part of the Allied Fleet and Air Force - and in this way assisting his fellow dictator. Why, asks "St. John's Review," publish- ed to-day, does Italy hold back?

And the answer is because he can- not join with Hitler so long as Ger- many is allied with Russia. The price of Church's support for Mussolini is relentless opposition to the arch-enemy of the Christian. faith,-Stalin.

But the Nazis are only less guilty of oppression, and their victory, judging by their record in Austria and Ger- many would certainly put the clock back to the time of Woden, the Swas-

of tika and the other impedimenta paganism.

Does Mussolini, really represent the Italian people? Have the King, the Crown Prince no following and would the Church give its blessing to a campaign the aim of which was to destroy those states in which the Christian faith still flourishes without any kind of restriction?

There is a school of thought especially in France which would welcome an Italian declaration of war, since first it would open a new accessible field in Lombardy. The French have no great respect for Italian arms, and secondly a source of supply to Germany would be im- mediately cut off. It is true that much damage could be inflicted on the Allies in the Mediterranean, but it is equally

The trouble with Mussolini is that his power does not correspond with his soaring ambition and it is reasonable to suppose that most of the people in Italy know it, but in any case a large number do not wish to see that power exerted in a wrong direction.

SIR PERCY LORAINE RETURNS TO ROME

London, To-day.

THE BRITISH AMBASSADOR in Rome who has been, for some time, home on leave is returning to his post. Sir Percy Loraine was present at the discussions which Lord Halifax had a few weeks ago with the British diplomatic representatives in South-Eastern Europe, who had been specially summoned back to London for the purpose.

He will, therefore, be able to give the Italian Government, should it re- quire it, a fuller and more intimate account of the proceedings, the purport of which must be already known to them through Sir Noe! Charles, and the essence of which lies in the settled policy of Britain defined in the official statement issued after the consultation at the the promotion of Foreign Office as "the preservation of peace and security in the Balkan and Danubian countries." As Prof. E. H Carr points out in attack if the tortuous developments of an article in the "Sunday Times' yes- Nazl policy require its subjugation. terday, that is an Italian interest no less than a British.
