Washington, To-day. Despite the fact that Ad- miral Taussig's statement on war with Japan consisted of an expression of personal opinion, political circles here attach considerable impor- tance to it.

Admiral Taussig's affirmation of the need for U. S. naval co-operation with Britain, France and the Netherlands was due to several very important facts:
