Paris, To-day. AUTHORITATIVE QUARTERS express doubts that Berlin, Rome and Moscow will issue a joint de- claration to guarantee the integrity of the Bal- kan States as a result of the Mussolini-Hitler talks and the Reich's efforts to bring Moscow into the Axis.

It is generally admitted here that three capitals seri- ously fear Allied intervention in South-eastern Europe, and that all the three totalitarian States. do not wish either of them to acquire a dominant position there.
