SUMMING UP THE POLITICAL CONSEQUENCES OF THE SOVIET-FINNISH PEACE, FOREIGN OB- SERVERS POINT OUT THE DISAPPEARANCE OF THE IMMEDIATE THREAT OF NORTHERN EUROPE BECOMING A WORLD BATTLEFIELD. But one fact remains clear: Russia now is able to dispose of 40.more divisions and 2,000 planes for future operations or for diplomatic pres- sure in the Balkans or elsewhere.
Finnish opinion is that the peace will wide out Fin- nish hatred for the Russians, while the Swedish attitude may result in Finland becoming es- tranged from Sweden.........

The Swiss press reflects the near-consternation which is felt in Switzerland over the Soviet-Finnish peace treaty.
Some papers
feel that Finland's submission was due to the fact that she was left in the lurch by the other Scandinavian countries, while other papers feel that her submission was due to pressure from, and fear of, Germany.
The responsibility for her submis- sion is also laid at the feet of the "two big nations” which joined in the League's condemnation of the So- viet aggression and contented them- selves with that.-Havas.

With the conclusion of the Soviet Finnish war Swiss quarters foresee a possible increase in Soviet-German trade, with larger Russian oll supplies: flowing into Germany and perhaps with more neutrals being included in the Soviet-German economic system.
Most of the Swiss newspapers con- sider the peace a political defeat "for" the Allies-Havas.
