London, To-day. DIPLOMATIC CIRCLES HERE understand that Bri- tain may decide to send British naval patrols for the protection of Norwegian territorial waters as, apparently through weakness or for other reasons, Norway is unable to obtain from Ger- many respect for her neutrality.
It is pointed out that Germany is deriving the high- est material results from the unlawful use of Norwegian waters, and the Norwegian conten- tion that ships on state service are not liable to control by a neutral nation is a mere fiction, unestablished in law, and serving to mask the Reich's unlawful activities.
