If a third Japanese is elected, it will be at the expense of the British or American representation, as the number of Chinese on the Council is fixed by an agreement between the Chinese Government and the foreign Powers with interests in the Settle- ment.

Election day this year has been fixed for April 10 and 11, and if the Japanese plans are not changed be. |fore then Shanghal will see a heated

election battle.

The Japanese candidates, whether two or three, will have the solid back- ing of some 30,000 rate-paying Ja- panese voters living in various parts of the Settlement, mostly in Hongkew, which is at present under Japanese occupation.

In previous years, Japanese voters have always been herded to the polls on election day in the fashion which New York's Tammany Hall ballot used to adopt to swamp the boxes, and this method is expected to be repeated this year.--Reuter.
