BLACK SEA PACT EXCLUDING RUSSIA: NAZI RUMOURINGS

Paris, To-day. WHILE THERE IS no truth in reports of an impending signature of a Black Sea Pact grouping Rumania, Bul- garia and Turkey against Russia, the following trends may be distinguished in present Balkan policies, ac- cording to authorised circles:-
