In view of the city's vicinity to the German border, the local au thorities have decided on the large-scale construction of alr raid shelters.
All owners of real estate will be compelled to undertake A.R.P. work. The project will be help. ed by a grant of 600,000 franés from the Faderal Council Havas.

Miss Unity Mitford, Hitler's "Nordic goddess," who re- turned to England recently with, reportedly, two bullet wounds in the head, is getting better, according to a health bulletin, in the Oxford clinic where she is convalescing.
She is under the card of one of the most brilliant brain specialists in England.
The operation, as indicated by a recent X-ray, will not be known until her general condition improves.

The "News Chronicle," stressing the value of a democracy to General Hert- zog, says that it was a free discus- sion followed by free voting "this was the Union way."
"The Times" points out that Hert- zog's objections to the war were not based on sympathy with the Nazis but the short-sighted view that South Africa did not need to concern her- self with German doings in Europe. There are indications, continues the paper, that the reply of General Smuts (the Prime Minister) was found convincing by an ever-increasing number of South Africans who realise that their security depends on the strength of the British Common- wealth. General Smuts' position is becoming strengthened steadily.—Reu- ter.

Vigo, To-day. The French freighter Alsace has been torpedoed off the Spanish coast. Another French vessel, the Tourny, also fell victim to a U-boat. The survivors were landed here.-Havas.
