Washington, To-day. As zero hour for the ex- piration of the Japanese- American Trade Treaty neared, the idea of giving the State Department dis- cretionary authority to restrict or ban trade with Japan gained support in some Senate quarters.

Washington, To-day. No foreign nation can legally maintain an enlist- ment service in the United States, declared President Roosevelt at his press con- ference yesterday.

He added that no American en- listing in a foreign armed service, however, would lose his citizenship unless he took an oath of allegiance to the foreign government.

The question was raised by reporter who said he had recently vlalted the Finnish Legation In Washington and noticed an Ameri- can aviator offering to enlist in Finland's service.

President Roosevelt replied that if the American was merely asking for Information where he might enlist that was all right, but if the Legation was inviting Americans to enlist, that was a different story.-Reuter.
