20 M.P.H. SPEED LIMIT
London, To-day.
The Government has de- cided that there is an over- whelming case for a speed limit of 20 miles an hour in built-up areas during the black-out.
This was announced by Capt. Euan Wallace, Minister of Transport, in the debate in the House of Commons yes- terday on the increase of road acci- dents and deaths since the black-out was instituted.
Capt. Wallace mentioned that dur- ing the period September 1 to Decemn- ber 31 last, namely the first four months of war, 4,133 persons, includ- ing 2,657 pedestrians, died from road accidents, compared with 2,494 in the corresponding period of 1938.
BLACK-OUT MUST GO ON
Capt. Wallace stated: "Until the day comes and may it come soon
when we have destroyed a suffi- ing force as will make the menace cient proportion of the German strik-
of air raids on this country no longer
real, we are bound to maintain the black-out substantially in its present Mr.form."
Gandhi's recent statement in which
he said that the Viceroy's speech con- talned the germs of a settlement but that there were many "I's to be dotted and "t's to be crossed.
This, said Mr. Jinnah, implied that Mr. Gandhi hopes for assurances that the Governors and the Governor- General will not use their special powers.
SERIOUS CRI818
Mr. Jinnah said that if guarantees to minorities were not implemented, it would create a serious crisis in In- dia.
