London, To-day. There will be no difficulty in giving the full and valid explana- tion for which Japan asks in con- · nection with the removal of Ger- mans from the "Asama Maru,” de- clares the "Daily Telegraph" in a that leading article, which says the rather excited language of the Japanese Note and the agitation in the streets and Press of Tokyo do not touch the question at issue.

Already voices have made them- selves heard in warning against attempts by third parties to em- broil Japan with Britain and the 18 well Japanese Government aware of the Germany Embassy's efforts in this direction.

The case is one for calm consi- deration and acceptance of pre- cedents and established practice.

Under the German system of conscription, every man to an ad- vanced age can be called up for military service, The British cruis- er which stopped the Asama Maru did not claim the full rigour of the last war precedent (in which Já- pan had concurred) but only re- moved technicians and skilled rat- ings of special value in the Ger- man war effort. Japan, which has her own experience in war, would not contend that there was obligation on one belligerent observe rules which another had never recognised. In the first month of the present conflict, Ger- many had taken British fishermen from a neutral vessel and they were still held as prisoners.

"We have no cause for com-

be plaint that neutrals should watchful and strenuous in pro- Whatever tecting their rights, objections they may make we shall examine with a friendly desire to remove any grievance.

"The protests, however, should be sent to the right address.

̈“Japanese shipping and prestige- are not harmed when a score of of Germans are taken from one ber liners, but her flag is contemp- tuously insulted and her mercan- tile marine has suffered a heavy loss in the German war on neu- trals. Doubtless, the Japanese Government will see that for such wrongs and indignities Japan receives adequate, atonement.”—~~ Reuter..
