PARADE OF THE PUPPETS IN TSINGTAO

Shanghai, To-day. THE TSINGTAO CONFERENCE, in which Wang Ching-wei and representatives of the Peiping, Nanking and Inner Mongolian governments are participating, started yesterday.
The first two days will be devoted to Wang's survey of the "peace movement” and Sun Yat-sen's po- litical doctrine.
To-day (Wednesday) and to-morrow will be devoted to definition of the name of the new government, its capital and new flag.
CUTS IN U.S. EXPANSION PROGRAMME
WASHINGTON, TO-DAY. THE POSSIBILITY OF A DRASTIC REDUCTION IN THE NEW FLEET EXPANSION PROGRAMME HAS BEEN RAISED BY MR. CARL VIN- SON, CHAIRMAN OF THE SENATE NAVAL COMMITTEE.
Mr. Vinson has asked the Navy Department to submit plans for two-year building programme which would replace the three-year plan.
Mr. Vinson said fewer cruisers and submarines would be bullt if the two-year programme was adopted but
The conference will end with the appointment of members of the new Central Political Council.
It is reliably learned that this coun- cil will include 30 members: four re- presentatives of the Peiping govern- ment, five of the Nanking govern- ment, two of Inner Mongolia, 10 of the "orthodox Kuomintang" and eight of other parties.
The central political couneli will sit permanently and will appoint * government which will be re- sponsible to it.
The new government will be or- ganised on similar lines to the Na- tional Government, with five yuans.
The post of head of state is remain- ing vacant, it being implicitly under- stood that President Lin Sen will hend ait-Havas.

DEATH OF M. MOTTA
Zurich, To-day.
The death of M. Motta, Swiss For- eign Minister, occurred yesterday morning. He was 69 years of age.
M. Motta was a member of the Federal Council for 30 years and five times President of Switzerland.
AT LYEMUN
A British submarine was involved in
a collision near Lyemun yesterday, but no one was injured.
The accident occurred at 3 p.m. when both the submarine and fishing junk No. 119HA were entering the harbour.

The submarine, it was reported, col- lided with the junk causing damage to the extent of $800.
The crew were rescued.

His Majesty's Minister in Berne has been instructed to convey to the Swiss Government and to M. Motta's family profound sympathy in the great loss sustained by the Swiss Confederation in M. Motta's untimely death.
Lord Halifax has also expressed a desire to be associated personally with this message in view of the close and cordial collaboration which marked his own and his predecessors' relations with M. Motta at Geneva and the res~ pect in which he was always held by representatives of His Majesty's Gov- ernment.-British Wireless.
