TOKYO'S APPROACH Japan Brings Up Trade Treaty Question

DISCUSSIONS IN JAPANESE CAPITAL

Washington, To-day.

THE SECRETARY OF STATE, Mr. Cordell Hull, stated at his press conference yesterday that a new commercial treaty with Japan is being dis- cussed in Tokyo.

Asked about despatches

from Tokvo that Japan had submitted proposals dealing with Japanese-American trade relations after Jan- uary 26 (when the present treaty expires), Mr. Hull replied that all matters in which the two Governments were interested were under discus-

sion from time to time between Mr. Grew and the Tokyo Foreign Office.

These matters, he said, include the commercial treaty situation and related topics.

After the conference an official of the State Department explained that the United States had not raised the question of a new commercial treaty but Japan was anxious for a new treaty and had undoubtedly injected into the Tokyo discussions. Reuter.

INTERESTS IN CHINA

Washington, To-day. AUTHORIZED CIRCLES declare that any tempor- ary commercial modus vivendi between Japan and the United States is subject to a formal guarantee by Japan that American interests in China will be respected.

This attitude was apparently taken following the transmission here of certain Japanese proposals aiming at a temporary maintenance of the "most favoured nation" clause.

Unless an absolute guarantee is forthcoming in the next 10 days, "non-treaty situation" will arise which, however, will not be tantamount to discrimination against Japanese goods.

The direct effect of the expiration of the treaty will only be the lifting up of all duties on Japanese goods sold in the United States, while Americans In Japan and Japanese in the United States (including ships in port) will enjoy exactly the same rights as be- fore.

It is significant that the "Voelkischer threat to India will play an important CLOTHING, BLANKETS, EIDERDOWNS, FURNISHINGS Beobachter," the official Nazi party organ, has chosen this moment to pub- lish an article about the possibility of a Russo-Turkish war. It gives a fa- | vourable estimate of Russia's chances, and the whole article is prcatically an invitation to Moscow not to miss a good opportunity.

The clouds are gathering about Asia Minor, states the paper. The French have concentrated troops in Syria, the British in Egypt and the Turks on the Caucasus front, while Russia, in reply, has reinforced her troops in Trans Caucasia and Central Asia.

It expresses the opinion that in the event of a Russian offensive In Cau- casla Turkey could expect little assis- tance from Britain and France. Rus- sla could then strike southwards, to- wards the Tigris and the Moqul oli ra- glon and threaten the pipe line to Haifa.

"The idea of repeating the conquest of Alexander the Great has eariously occupied men like Napoleon and Field. Marshal von der Goltz, With modern means of communication it is possible.

"The Power which is in a position to carry out this plan is Russia, starting from her territory in Central Asia, and depending on her more and more ex- tensive railway system."

The Berlin correspondent of the "Telegraaf" states that this article has caused a sensation both in German and foreign circles in Berlin. It has provided some authoritative backing for the belief that the war may ultim- ately spread from Europe to Asia.
