A quick extension of such help is possible only if Yugoslavia agrees to the passage of Italian troops through her territory.
YUGOSLAV ATTITUDE The present state of Yugoslavia's relations with Italy and Hungary leads to the belief that an agreement is pos- 'sible and the question will probably
be examined in the near future.
On the other hand, the Venice par- leys proved that the formation of a Balkan bloc is impossible at present, as the claims of the Balkan nations, one on another, are not satisfied and the "Venice Policy" probably aims at preventing Third Powers from taking advantage of Balkan divergencies,
