France are now endeavouring to force Sweden and Turkey to abandon their neutrality, accord- ing to the Berlin correspondent of the "Dag- WATERS FOR PREYING UPON bladet." The Germans, he says, think that a violent anti-LAW, 18 CONTAINED IN THE

Soviet campaign may induce Turkey to enter the war on the side of the Allies, while the question FORD, ONE OF THREE SHIPS TOR- of assistance to Finland is intended to serve the same purpose in the case of Sweden.

The Berrlin newspaper "Nachtaus- gabe" declares that Britain's aim is to secure the Swedish ore, and warns neutrals against supporting the latest anti-Russian tendencies.

The Berlin correspondent of the "Nyheter" states that it is now em- phasised in official circles in Berlin thut "Britain's war" can only be decided by fighting until mean

The Pope's Christmas address has created no Impression on Germans, who state the time has now arrived for weapons to speak.

The correspondent adds it is be- lieved in Berlin that Britain and France intend to sharpen the blockade and that this will necessitate increas- ed pressure against neutrals.

NAZI WARNING The Wilhelmstrasse considers that Britain and France are incapable of carrying on alone, and therefore they are seeking to excite neutrals against Germany.

PEDOED IN NEUTRAL WATERS.

Such a case might arise in bad wea- ther if the ship attacked was close to the outer edge of the three-mile limit.

In the case of the torpedoing of the Deptford, the U-boat could not possibly plead a navigational mistake. Visibility was excellent and the Deptford was less than half a mile from the high coast line.

Even more dumning is the state- ment of the captain of the Farida, who said he saw the conning tower of the submarine break surface, and she was between the Deptford

IDEAL PLACE

It was an ideal place for a sub- marine-careless of the legality of its proceedings-to lie under the land awaiting her chance, and there is little doubt these were the tactics adopted by the U-boat concerned in the torpedoing of the Deptford.

It was only two days before that the Greek steamer Garoufalia had been torpedoed without warning in Norwegian territorial waters, while four days before that the British Thomas Walton had been torpedoed without warning off Narvik, when well inside "neutral" territorial waters, -British Wireless.

RATIONING MOTIVES. IN BRITAIN

LONDON, TO-DAY. FOOD RATIONING, WHICH SO FAR HAS ONLY APPLIED TO BUT- TER AND BACON,-THE SCHEMES FOR WHICH COME INTO OPERA- TION ON JANUARY 8, IN THE FIFTH MONTH OF WAR IS TO BE EXTENDED ΤΟ SUGAR AND MEAT.

The Government's decision was an- nounced yosterday.

The amount of the meat ration and the date will be announced later.

In a statement issued by the Min- istry of Food it is pointed out that for foodstuffs now to be rationed Bri- tain is dependent to a large extent on overseas sources of supply.

on

The amounts of rations are based the present import programme which are determined in the light of available resources in foreign ex- change and shipping space.

RESTRICTED SHIPMENTS Requirements of other imported commodities, especially armaments and raw materials, make largé extra demands on these resources.

By restricting the demand for im- ported foodstuffs these resources are made free.for the needs of the defence services.

In this way, it is expected, every consumer will make an important contribution to the national
