THE SCUTTLING OF THE ADMIR- AL GRAF SPEE HAS GREATLY RE- LIEVED AMERICAN DIPLOMATS, WHO HAVE BEEN FEARING 'AN- OTHER NAVAL BATTLE WITHIN THE SAFETY ZONE DEFINED BY THE PANAMA CONFERENCE.
Meanwhile the violation of this zone in last Wednesday's naval battle ig still being discussed, and will probably form the subject of diplomatic talks between all countries of the American Hemisphere, with a view to prevent- ing the repetition of similar incidents.
Diplomatic circles point out that there is no question of sending naval units to enforce respect for the safety
zone.
In Buenos Aires yesterday, the Ar- gentinian delegate to the Panama Con- ference, a well-known legal expert, expressed the belief that the Ameri- can Governments will lodge a joint protest against the violation of the zone. Havas.

IGNOMINIOUS DEPARTURE FROM NAVAL TRADITION

The scuttling of the Admiral Graf Spee constitutes an ignominious departure from the honourable tradi- tion of all navies, exemplified by the famous fight of Sir Richard Grenville in the Revenge, which fought 53 ships single-handed in 1591;
Admiral Craddock, who faced almost certain destruction at the hands of a vastly superior Ger- man fleet at Coronel in 1914; and
The Spanish Republican destrover "Jose Luis Diaz." which after undergoing repairs in Gibraltar in the civil war, came out and faced a powerful force of the Na- tionalist navy.
The scuttling indicates not only the lack of will to fight but the absence of confidence in final victory, when the vessel, if interned, would have been restored.- Reuter.
BABY SUB'S DARING ELBE EXPLOIT
London, To-day. YESTERDAY MORNING, while the Germans were reading an 8-line announcement that the Graf Spee had been sunk, the British Admiralty was announcing that a 6,000-ton German cruiser had been torpedoed and sunk at the mouth of the Elbe by a British submarine.
The torpedoing was fraught with great danger, for the cruiser was screened by six destroyers and the submarine had to go through mine-fields into a fortified zone to sink her.
