ALLIED FINANCE "POOLING" AGREEMENT

THE CHANCELLOR of the Exchequer in the Com- mons said that as a result of his recent conver- sations with the French Minister of Finance, a comprehensive agreement had been arrived at between the British and French Treasuries which will secure in the field of finance co- operation which corresponds to that already an- nounced at the last meeting of the Supreme War Council in other fields of activity.
Sir John Simon summarised some of the main fea- tures of the agreement, wherein it was agreed it was to the common interest to avoid during the war alterations in the existing rate of ex- change between the pound and the franc.
"We further made mutual arrange- ments which will enable each country to cover its requirements for currency of the other country.
"Sterling held by the French mone- tary authorities will be available for expenditure throughout the Sterling area, and francs held by the United Kingdom monetary authorities avail- able for expenditure throughout the French Empire."
Neither Government would raise a foreign loan or credit except in agree- ment with or jointly with the other.
SHARING COSTS
Neither Government would impose from fresh restrictions on imports the other country during the war for protective purposes or for exchange
reasons.
The two Governments would share certain items of expenditure incurred in the common cause, such as finan- cial assistance to other countries and maintenance of the armed forces our Polish ally.-British Wireless.
