THE ISSUE OF A SECRET session of the Council of the League of Nations is understood to be a de- cision to forward the appeal of Finland to the League Assembly which is meeting to-day.
In the Lobbies, there is an almost unanimous de- mand for the expulsion of Russia from the League and this seems the most probable first step.
The Finnish delegate, M. Rudolph Holsti, attended at the private meet- ing of League Members and parti- cipated ⚫ with other delegates in a detailed study of his government's memorandum, which all Members re- ceived yesterday.
