SOVIETS SUFFER

IMPORTANT LOSSES

Helsinki, To-day. LATEST DATA FROM semi-official quarters con- firms that the Soviets have suffered important losses, and shows the almost incredible energy, stamina and foresight with which the Finns haye halted the Russian advance.

The superiority of the Finnish artillery and anti- aircraft defence is also remarkable, and the or- ganisation and land fortifications apparently took the Russians unawares.

The Finnish air force yes- terday carried out another swift raid the Soviet aerodrome near Murmansk.

The aerodrome was liberally strewn with incendiary bombs, but the effect could not be observed owing to the extremely poor visibility.

London, To-day. The "Daily Telegraph" diplo- that matic correspondent states Britain is not much impressed by German reports that British inter- ests will be attacked by Russia in all parts of the world and notably in Asia.

Since Russia is now openly threatening the Balkans it is in- teresting to learn that Italo-Tur- kish relations have markedly im- proved in the past days.-Reuter.

The Istanbul correspondent

of the "Daily Telegraph" says of- ficial Turkish quarters maintain complete silence on the latest German propaganda stunt, which forecasts Bessarabia and India as Russia's territorial ambitions when the Finnish war is over.

It is believed the Russo-German Pact not only contained a secret understanding for the present Russian expansion in the Baltic. but comprises a preconceived plan of Russian action in the Balkans.

The Russian menace to Bes- sarabia is held to be very serious, and there is a conviction in Tur- key that Germany is continually provoking the Russians to take action in the Balkans as soon as possible, but the menacé causes no panic in the Turkish capital.

On the other hand there is an ever-growing Turkish determina- tion to defend the security of that part of the world while sparing no effort to maintain normal friend- ly relations with Russia and Germany.

It is not believed in Istanbul that Russia will push her ambi- tions as far as India, but it is em- phasised that even this possibility exists and measures must be tak-. en accordingly.-Reuter.

Tributes to Mr. Sydney Caine, who has been recalled to England to take charge of the Economic Department of the Colonial Office, and to the Hon. Mr. T.N. Chau, who is retiring from Council, were paid in Legislative Council to-day by H.E. the Governor, the Hon. Sir. Henry Pollock and the Hon. Mr. M.K. Lo.

His Excellency said that Mr. Caine's sincerity, humanity and friendliness acted as a charm, and those fortunate to work with him very quickly recognised that his objective outlook, intellectual abili- ty and real knowledge of his sub- ject placed him in the first rank of public servants.

Mr. Lo said he had appreciated with unbounded admiration Mr. Caine's keen intellect, logical mind, frm grasp of the funda- mentals and difficulties of every problem, his efficiency and ready acceptance of any sound point raised in argument.

Both paid high tribute to his work for social welfare.

Referring to the Hon. Mr. T. N. Chau, His Excellency said he had always been inspired by a high and steady sense of his duty to- wards his fellow men. Mr. Lo

said that his loyalty, frankness, co-operation and friendship are very precious to his colleagues and friends.
