Intelligence Service as the central figure in the Munich bomb explosion.
Yesterday, declared the official German news agency, a man made a full "confession" of his guilt in the Munich explosion.
The man, whose name is given as George Elser, is stated to have been arrested on the night of the explosion while attempting to cross the frontier into Switzerland.
The Nazi agency adds that the crime was planned over a year ago, and alleges that Elser "con- fessed" after persisting in an ob stinate denial "in a manner uni. que in criminal history."

In a statement on the Gov- ernment's borrowing pro- gramme the Chancellor of the Exchequer told the Com- mons yesterday that the date had not yet arrived for the issue of a loan on the
open market.
He announced, however, that two securities would be on sale as from this morning which had been design- ed to enable all citizens, even of small or very moderate means, to make their contribution.
The first of these would be a new issue of National Savings Certificates to assist finance the war and which would replace the current issue of savings certificates henceforward.
The new issue would be on exactly the same lines as the present certi- ficates, which had behind them a successful career of over twenty years.

Menthol oil produced in the North Klangsu occupied areas is being brought under the control of the Japanese authorities, says a report to the "Sin Wan Pao." The Mitsui Bussan Kaisha, the report adds, has been entrusted with the undertaking of the control scheme for the whole of the North Kiangsu, occupied areas. It has been made compulsory for the producers of menthol to sell to the Japanese.
